I don’t believe there is a country and very few people that would disagree with that. There are beliefs that practice non-violence, but as a whole, even beliefs/religions are involved or actually the reason for most armed conflicts. Is there another answer? If history is any indication, then the answer seems to be no, as long as “man” runs things.
